Introduction Or Aim 

 The aim of the Defence Acquisition Procedure (DAP), erstwhile Defence  Procurement Procedure (DPP), is to ensure timely acquisition of military equipment, systems  and platforms as required by the Armed Forces in terms of performance, capabilities and  quality standards, through optimum utilisation of allocated budgetary resources. While enabling the same, DAP will provide for the highest degree of probity, public accountability,  transparency, fair competition and level-playing field. In addition, self-reliance in defence equipment production and acquisition will be steadfastly pursued as a focus of the DAP with  an ultimate aim to develop India as a global defence manufacturing hub.

Scope

(a) The DAP will cover all Capital Acquisitions other than Works and Land undertaken by the Ministry of Defence (MoD) and Service Headquarters (SHQ) both  from indigenous sources and ex-import, except for medical equipment. SHQ for the purpose of DAP would include HQ Integrated Defence Staff, Integrated HQ of the MoD (Army), Integrated HQ of the MoD (Navy), Integrated HQ of the MoD (Air Force) and the Indian Coast Guard. Defence Research and Development Organisation  (DRDO), Ordnance Factory Board (OFB) and Defence Public Sector Undertakings (DPSUs) will, however, continue to follow their own procurement procedure.

(b) In the event of enactment of new legislation or change or amendment or enforcement of any Act or Law or Policy, rules or regulations or guidelines of MoD  or Government of India or body such as Chief Vigilance Commission (CVC), which  becomes effective after the date of last amendment to this DAP, the same will automatically be deemed as replacement to the one referred to in this DAP.

2.Ease of Doing Business – Easier and faster facilitation of operations and decision making through the Project Management Unit; Preference is given to manufacturers producing complete defence products, rather than parts; Increase of multipliers in the offset policy with respect to direct purchase, TOTs and FDI to incentivise the discharge of offsets; Easing of trials and testing such as avoidance of duplicate trials, modification of the scope of trials, removing repeat inspections, etc. 

  PROGRAM

The Make in India initiative was launched by Prime Minister in September 2014 as part of a wider set of nation-building initiatives. Devised to transform India into a global design and manufacturing hub, Make in India was a timely response to a critical situation. By 2013, the much-hyped emerging markets bubble had burst, and India’s growth rate had fallen to its lowest level in a decade. PROCESS

Make in India was launched by Prime Minister against the backdrop of this crisis and quickly became a rallying cry for India’s innumerable stakeholders and partners. It was a powerful, galvanising call to action to India’s citizens and business leaders, and an invitation to potential partners and investors around the world. But Make in India is much more than an inspiring slogan. It represents a comprehensive and unprecedented overhaul of outdated processes and policies. Most importantly, it represents a complete change of the government’s mindset – a shift from issuing authority to business partner, in keeping with Prime Minister's tenet of ‘Minimum Government, Maximum Governance’

      To start a movement, you need a strategy that inspires, empowers and enables in equal measure. Make in India needed a different kind of campaign: instead of the typical statistics-laden newspaper advertisements, this exercise required messaging that was informative, well-packaged and most importantly, credible. It had to (a) inspire confidence in India’s capabilities amongst potential partners abroad, the Indian business community and citizens at large; (b) provide a framework for a vast amount of technical information on 25 industry sectors; and (c) reach out to a vast local and global audience via social media and constantly keep them updated about opportunities, reforms, etc.

The Department for Promotion of Industry and Internal Trade (DPIIT) worked with a group of highly specialised agencies to build brand new infrastructure, including a dedicated help desk and a mobile-first website that packed a wide array of information into a simple and sleek menu. Designed primarily for mobile screens, the site’s architecture ensured that exhaustive levels of detail are neatly tucked away so as not to overwhelm the user. 25 sector brochures were also developed - contents included key facts and figures, policies and initiatives and sector-specific contact details, all of which was made available in print and on the website.

 Objective of "Pradhan Mantri Jan-Dhan Yojana (PMJDY)" is ensuring access to various financial services like availability of basic savings bank account, access to need based credit, remittances facility, insurance and pension to the excluded sections i.e. weaker sections & low income groups. This deep penetration at affordable cost is possible only with effective use of technology.

PMJDY is a National Mission on Financial Inclusion encompassing an integrated approach to bring about comprehensive financial inclusion of all the households in the country. The plan envisages universal access to banking facilities with at least one basic banking account for every household, financial literacy, access to credit, insurance and pension facility. In addition, the beneficiaries would get RuPay Debit card having inbuilt accident insurance cover of र 1 lakh. The plan also envisages channeling all Government benefits (from Centre / State / Local Body) to the beneficiaries accounts and pushing the Direct Benefits Transfer (DBT) scheme of the Union Government. The technological issues like poor connectivity, on-line transactions will be addressed. Mobile transactions through telecom operators and their established centres as Cash Out Points are also planned to be used for Financial Inclusion under the Scheme. Also an effort is being made to reach out to the youth of this country to participate in this Mission Mode Programme.

                           Scheme Details

Pradhan Mantri Jan-Dhan Yojana (PMJDY) is National Mission for Financial Inclusion to ensure access to financial services, namely, a basic savings & deposit accounts, remittance, credit, insurance, pension in an affordable manner. Under the scheme, a basic savings bank deposit (BSBD) account can be opened in any bank branch or Business Correspondent (Bank Mitra) outlet, by persons not having any other account.

Benefits under PMJDY 

a. One basic savings bank account is opened for unbanked person.

b. There is no requirement to maintain any minimum balance in PMJDY accounts.

c.Interest is earned on the deposit in PMJDY accounts.

d. Rupay Debit card is provided to PMJDY account holder.

e. Accident Insurance Cover of Rs.1 lakh (enhanced to Rs. 2 lakh to new PMJDY accounts opened after 28.8.2018) is available with RuPay card issued to the PMJDY account holders.

f. An overdraft (OD) facility up to Rs. 10,000 to eligible account holders is available.

g. PMJDY accounts are eligible for Direct Benefit Transfer (DBT), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Atal Pension Yojana (APY), Micro Units Development & Refinance Agency Bank (MUDRA) scheme.

Group Reserve Bank of India ( RBI ) The country had no central bank prior to the establishment of the RBI . The RBI is the supreme monetary and banking authority in the country and controls the banking system in India . It is called the ' Reserve Bank ' as it keeps the reserves of all commercial banks .

Structure of india Banking system -The banking system in India can be classified as given below :

Commercial Bank

Commercial banks mobilise savings of general public and make them available to large and small industrial and trading units mainly for working capital requirements .with a few foreign banks . The public sector banks account for more than 92 percent Commercial banks in India are largely Indian public sector and private sector of the entire banking business in India - occupying a dominant position in the commercial banking . The State Bank of India and its 7 associate banks along with another 19 banks are the public sector banks .

 Regional Rural Bank :The Regional Rural Banks ( RRB ) , the newest form of banks , came into existence in the middle of 1970s ( sponsored by individual nationalised commercial banks ) with the objective of developing rural economy by providing credit and deposit facilities for agriculture and other productive activities of all kinds in rural areas . The emphasis is on providing such facilities to small and marginal farmers , agricultural labourers , rural artisans and other small entrepreneurs in rural areas . 

Other special features of these banks are : 

( i ) .their area of operation is limited to a specified region , comprising one or more districts in any state ; 

( ii ) their lending rates cannot be higher than the prevailing lending rates of cooperative credit societies in any particular state , 

( iii ) the paid - up capital of each rural bank is 25 lakh , 50 percent of which has been contributed by the Central Government , 15 percent by State Government and 35 percent by sponsoring public sector commercial banks which are also responsible for actual setting up of the RRB. 

Cooperative Banks :

 Cooperative banks are so - called because they are organised under the provisions of the Cooperative Credit Societies Act of the states .  The major beneficiary of the Cooperative Banking is the agricultural sector in particular and the rural sector in general . 

The cooperative credit institutions operating in the country are mainly of two kinds : agricultural ( dominant ) and non - agricultural . There are two separate cooperative agencies for the provision of agricultural credit : one for short and medium - term credit , and the other for long - term credit . The former has three tier and federal structure . 

At the apex is the State Co - operative Bank ( SCB ) ( cooperation being a state subject in India ) , at the intermediate ( district ) level are the Central Cooperative Banks( CBS ) and at the village level are Primary Agricultural Credit Societies ( PACS ) . 

Long - term agriculture credit is provided by the Land Development Banks . The funds of the RBI meant for the agriculture sector actually pass through SCB and CCB. Originally based in rural sector , the cooperative credit movement has now spread to urban areas also and there are many urban cooperative banks coming under SCB.
